Do I need an Apple Developer account to use my own app?
Only if you want to publish it. The $99/year fee is for distribution, not for having a tool on your phone.

Short answer: you need an Apple Developer account to put an app in the App Store or to sign a native app so it installs on devices. You do not need 1 to have a tool you use on your own phone — as long as the tool isn’t a store app.
What the $99 actually buys
| Need | Requires $99/yr? |
|---|---|
| Publish to the App Store | Yes |
| TestFlight to friends | Yes |
| Sideload a native build to your own iPhone for >7 days | Yes |
| Use a described personal app that runs on-device | No |
Where the confusion comes from
“App” has come to mean “a thing from the App Store”. But most of the tools people want — logs, trackers, checklists, calculators — don’t need a store, a review or a signature. They need to open on your phone and remember your data.
If you later want strangers to download your idea, pay the fee — it’s what it’s for. If you want the tool, describe it and use it.
